The Role
As the Project Manager / Development Manager, you will be responsible for
delivering Te Āhuru Mōwai’s medium-scale housing projects. Reporting to the Head of Development, you will ensure projects are completed on time, within budget, and to the highest quality standards, all while upholding our Kaupapa Māori principles and community-centred approach.

This role requires strategic oversight, leadership, and the ability to manage multiple projects and stakeholders. You will play a critical role in aligning developments with organisational objectives, ensuring they positively impact the community. The ideal candidate will be proactive, solutions-focused, and comfortable working in a dynamic environment.

Key Responsibilities
  • Project Planning & Execution: Oversee the full lifecycle of housing projects, from initial concept to completion, ensuring alignment with strategic goals.
  • Stakeholder & Relationship Management: Build and maintain strong relationships with iwi, government agencies, local authorities, contractors, and suppliers.
  • Budget & Cost Control: Develop and manage project budgets, ensuring financial viability and efficient resource allocation.
  • Risk & Compliance Management: Identify potential risks and implement mitigation strategies while ensuring compliance with regulatory and environmental requirements.
  • Procurement & Contract Management: Lead procurement processes, negotiate contracts, and oversee relationships with contractors and consultants.
  • Construction Oversight: Ensure all construction projects meet quality, safety, and sustainability standards.
  • Monitoring & Reporting: Provide regular updates on project progress, risks, and financial performance to leadership teams and key stakeholders.
  • Sustainable & Community-Centric Development: Integrate sustainability practices and prioritise community needs in all projects.
About You

To be successful in this role, you will bring:
  • Project Management Expertise: Proven experience delivering medium-scale housing projects or similar developments.
  • Financial & Budgeting Acumen: Strong financial skills with experience managing multi-million-dollar project budgets.
  • Strategic Thinking & Problem-Solving: Ability to develop innovative solutions to complex project challenges.
  • Stakeholder Engagement Skills: Experience working collaboratively with iwi, government agencies, funders, contractors, and the wider community.
  • Commitment to Kaupapa Māori: Understanding of tikanga Māori and commitment to working in a Kaupapa-based environment.
  • Regulatory & Compliance Knowledge: Familiarity with building codes, planning regulations, and environmental standards.
  • Leadership & Team Management: Ability to inspire and lead teams effectively.
  • Work Ethic: Proactive, hands-on approach to mahi with a strong work ethic and a ‘can-do’ attitude.
Preferred Qualifications
  • Extensive experience in property development, project management, or construction management.
  • A degree or relevant qualification in property development, construction management, engineering, or a related field.
  • Certification in project management methodologies (e.g., PMP) and/or proficiency in project management software (e.g., MS Project).
  • Experience in social and/or affordable housing and kaupapa Māori projects is advantageous.
